I just downloaded the Eclipse EE version and installed the Struts plugin. How do I configure my project to use the plugin? I cannot find it anywhere and I only want to use Struts 1.2 and not the new version.
If you already have struts 2 configured on your workspace and you just want to use Struts 1.2, you have two options:
Remove struts 2.x and replace it with 1.2. You’ll then use the Struts 1.2 Plugin to configure your application to use Struts 1.2.

So I was looking at the other two answers and they both gave the answer of using Struts 1.2. However I’m interested in using struts 1.1 as it allows me to use the JAVA EE tooling provided by Eclipse and includes in itself a sample application.
Following the instructions above enabled me to select Struts 1.2 plugin but then I couldn’t find the application to configure. I found an old article about this here. However this was for the Struts 1.1 plugin.
In the end I found the solution here. I copied my struts 1.1 from my workspace to my struts 1.2 project.
Now if you check the plugin list in Eclipse you’ll see both. Now I have the Struts 1.1 plugin configured with the sample struts 1.1 app.
I had the same issue. Then I realized that I have to make a choice on the Struts 1.1 and Struts 2 projects. You can’t have both.
Struts 1.1 is deprecated.
Struts 2 is the new version.
So if you have a work enviroment that will use Struts 1.1 only, you should have all Struts 1.1
